About Ludewa Cluster
The Ludewa Cluster is one of AGCOT Centre’s strategic agricultural clusters, established to facilitate inclusive agricultural transformation by fostering collaboration among public and private sector stakeholders. The cluster serves as a platform for coordinating investment, strengthening value chains, and supporting sustainable agricultural development across the southern highlands of Tanzania.
Located across Ludewa district and parts of Mbinga, in Njombe and Ruvuma Regions, the cluster is defined by mountain terrain rising to 2,300 metres and moderately fertile clay plateau soils, well suited to pyrethrum, seed maize, soybeans, Irish potatoes, avocados and citrus. Through coordinated partnerships — including the Ludewa Compact — the cluster aims to strengthen farmer organisations, expand access to finance and certified inputs, and create employment opportunities, particularly for women and youth.

- Total area: •1,439,700 hectares.
2. Natural Resources, Climate and Agriculture
- Arable land: •715,000 hectares.
- Land under cultivation: •401,444 hectares.
- Soils: clay plateau soils of moderate fertility.
- Terrain: mountain terrain from 500 to 2,300 metres; temperatures 10–30°C.
- Rainfall:unimodal, 1,000–1,500 mm.

4. Stakeholder Engagement

- Pyrethrum Company of Tanzania.

- Local seed-multiplication companies, including Rutuba Farm.
5. Achievements / Existing Interventions
- Under the Ludewa Compact, the Pyrethrum Company of Tanzania trained 3,086 smallholders in good agricultural practice and distributed two tonnes of certified pyrethrum seed to 1,918 farmers.
- A TZS 1 billion Equity Bank facility was brokered to de-risk maize seed multiplication for local companies, including Rutuba Farm.
