Tom George

Tom George is an accomplished financial consultant and policy adviser with deep expertise in blended finance, capital mobilisation, and renewable energy infrastructure development across East Africa. He holds a degree in Mathematics from University of Chicago and has accumulated extensive expertise in fundraising, blended finance mechanisms, and infrastructure investment design through direct engagement with development finance institutions, multilateral development banks, and impact investors. 

Mr George is Managing Director of Africa Grant Advisors, a specialist advisory firm focused on capital mobilisation and blended finance for development projects across sub-Saharan Africa. The firm structures innovative financing mechanisms attracting diverse investor classes—from concessional donors to commercial investors—to development challenges. He also serves as Policy Adviser for East Africa with Africa Minigrid Developers Association (AMDA), focusing on rural energy infrastructure and decentralised energy solutions enhancing agricultural productivity. 

His career reflects extensive experience working with multilateral institutions (World Bank, African Development Bank), bilateral donors, impact investors, and development finance organisations to mobilise capital for agricultural and rural development at scale. He brings particular expertise in addressing critical financing gaps for mid-sized agricultural enterprises—those most critical to agricultural development but underserved by traditional financial markets. 

 

Mr George specialises in infrastructure financing gaps, particularly for precision irrigation and rural electrification—technologies substantially enhancing agricultural productivity and rural development but requiring upfront investment exceeding smallholder capacity. His work focuses on innovative structures making infrastructure investment viable for diverse funding sources and institutional investors. 

 

For AGCOT, Mr George’s expertise directly addresses critical constraints to corridor development: capital availability for mid-sized agricultural enterprises seeking productivity infrastructure. His blended finance knowledge enables AGCOT to design innovative financial instruments attracting diverse investors—from concessional development finance to commercial impact investors—substantially expanding funding for infrastructure development. His board presence ensures AGCOT maintains cutting-edge capital mobilisation expertise.
