His advanced qualifications—MBA (University of Wales Cardiff), PhD Business Administration (Commonwealth University), and CPA-T certification—provide rigorous technical foundation for governance leadership. He brings exceptional mastery in institutional finance, corporate restructuring, and financial strategy across diverse sectors.
As AGCOT Board Chairman since 2018, Dr Laay provides strategic leadership grounded in distinctive ‘muddy boots’ governance philosophy—personally verifying field-level implementation against administrative reports to ensure operational integrity and genuine development impact. This hands-on approach has proven instrumental in maintaining rigorous operations whilst pursuing ambitious investment mobilisation and geographic corridor expansion.
His career reflects exceptional financial leadership across multiple institutional scales. At TANESCO (Tanzania Electric Supply Company), he managed utility finances. At PricewaterhouseCoopers (PwC), he built expertise in corporate restructuring and financial strategy. At Medical Stores Department (MSD) and Tanzania Social Action Fund (TASAF), he managed complex institutional finances and public-sector resource allocation.
Dr Laay’s connections within Tanzania’s financial sector are unparalleled and directly beneficial to AGCOT. His past chairmanship of CRDB Bank PLC (Tanzania’s largest commercial financial institution) combined with current governance roles at Tanzania Tourist Board (Chair, Audit, Risk and Compliance) and Foundation for Civil Society provide AGCOT with critical institutional pathways for capital mobilisation. These relationships have proven essential in attracting diverse investor classes and securing public-sector investment support.
Under his stewardship since 2018, AGCOT has substantially surpassed investment targets, mobilising USD 6.34 billion in total public and private capital—a testament to his strategic acumen, institutional effectiveness, and genuine commitment to sustainable agricultural development.
