Project Overview
The Tanzania-Dutch Agribusiness Accelerator (TADAA) is an AGCOT-led initiative supported by the Netherlands Enterprise Agency (RVO) and the Embassy of the Kingdom of the Netherlands in Tanzania. It provides a structured platform for mutually beneficial collaboration between Tanzanian and Dutch agribusinesses, with an initial focus on the high-potential but underutilized Southern Highlands.
TADAA is designed as a two-way partnership mechanism. Tanzanian enterprises are connected to relevant technologies, expertise, investment, markets and business networks, while Dutch companies receive support to understand the Tanzanian market, identify credible local partners and navigate investment and regulatory processes. The resulting partnerships are expected to be locally anchored, commercially viable and responsive to Tanzania’s agricultural-development priorities.

TADAA addresses the information, coordination, capability and market-entry barriers faced by both Tanzanian and Dutch businesses when developing cross-border agribusiness partnerships.
Business intelligence and information access
- • A digital agribusiness directory that improves the visibility of Tanzanian enterprises and connects both Tanzanian and Dutch companies to relevant institutions, service providers and market actors.
- • A policy guide and information kit covering permits, taxation, compliance and investment procedures.
- • Tailored consultations, referrals and market intelligence for Tanzanian and Dutch companies seeking suitable partners or opportunities.
Market entry, investment facilitation and matchmaking
- • Mapping Tanzanian business needs and investment opportunities alongside relevant Dutch agribusinesses, technologies and expertise.
- • Connecting potential partners with regulators, local government authorities, communities and value-chain institutions.
- • Facilitating equitable partnerships involving Tanzanian distributors, processors, farmer organizations, agro-dealers, service providers and other enterprises.
Policy advocacy and business-environment support
- • Documenting and escalating practical constraints affecting agribusiness investment and trade.
- • Using AGCOT's policy-engagement platforms and direct dialogue with responsible ministries, departments and agencies to support resolution and reform.
Priority opportunity areas include horticulture, potatoes, aquaculture, poultry, dairy, agricultural inputs, mechanization, agri-logistics and cold-chain solutions.
Expected Outcomes and Impact
- • Increased two-way agribusiness investment, trade, knowledge exchange and technology partnerships between Tanzania and the Netherlands.
- • Reduced market-entry risks, transaction costs and time required to identify credible partners and navigate regulatory processes.
- • Stronger and more equitable commercial linkages between Tanzanian businesses, farmers and service providers and their Dutch counterparts.
- • Expanded access to climate-smart technologies, innovation, skills and services across priority agricultural value chains.
- • Growth and increased competitiveness of Tanzanian enterprises, including stronger local value addition, employment, market access and participation in higher-value supply chains.

Indicative Year 1 deliverables
- • Engage at least 30 Dutch companies while identifying and preparing relevant Tanzanian enterprises and opportunities for partnership.
- • Support at least 12 companies and partnerships to invest, expand or trade in Tanzania, with clear benefits for local enterprises and value-chain actors.
- • Facilitate 10 formal partnerships between Dutch and Tanzanian businesses.
- • Launch a digital agribusiness directory with relevant contacts and service information.
- • Produce a policy guide on selected regulatory and compliance themes.
- • Present priority business constraints through relevant policy channels for resolution or reform.
Coverage
TADAA supports bilateral agribusiness opportunities nationally, with initial implementation focused on Tanzania’s Southern Highlands and the wider AGCOT Southern Corridor. Engagement may extend to other AGCOT corridors where commercially viable partnerships can generate shared value for Tanzanian and Dutch businesses.
