
Fred Msemwa
Dr. Fred Matola Msemwa is an accomplished economic planner and public-sector strategist with exceptional experience in national development planning, corporate auditing, and public financial management. His Advanced Diploma in Accountancy (Institute of Finance Management) and professional qualifications in economic planning provide strong technical foundation. He brings deep expertise in aligning sector-level operations with national policy directives.
Dr Msemwa was appointed Permanent Secretary, Office of the President – Investment on 6 February 2026—a position of tremendous strategic importance placing him at Tanzania’s investment mobilisation and development coordination centre. In this critical role reporting directly to the President’s Office, he ensures optimal alignment between corridor-level operations and national policy directives, investment priorities, and development objectives outlined in Tanzania Vision 2050.
His career includes distinguished service as Director of Audit (Energy and Water Utilities Regulatory Authority), overseeing corporate audit functions and institutional compliance mechanisms. He served as Executive Secretary, National Planning Commission, where he was instrumental in designing national development frameworks and coordinating cross-sector investment planning.
Dr Msemwa also serves as Non-Executive Board Director, CRDB Bank PLC (since 2015), leveraging financial management expertise across both public and private sectors. His dual exposure to government strategy and private-sector finance positions him uniquely to understand capital mobilisation mechanics essential for AGCOT’s operations.
As AGCOT board member, Dr Msemwa serves as crucial institutional link between corridor operations and national development objectives, ensuring strategic coherence and coordinated implementation. His position ensures AGCOT strategies align with Agriculture Master Plan 2050 and national planning cycles. His expertise integrating corridor initiatives with macro-level policy is essential for ensuring agricultural development contributes strategically to Tanzania’s national economic objectives.
